NEW FEE STRUCTURE FOR LICENSED DOMAINS
(MOHAWK TERRITORY OF KAHNAWAKE – April 22, 2025) – At a duly convened meeting of the Kahnawà:ke Gaming Commission (the “Commission”) held on April 9, 2025, the Commission approved a new fee structure based on the number of domains that can be operated under a single Client Provider Authorization (“CPA”).
Definitions
- “date of this Notice” means April 22, 2025.
- “Domain” means any domain name listed on a CPA approved by the Commission, for which a Certificate of Good Standing has been issued.
Why is this Change Happening?
This new fee structure is being introduced to better reflect the administrative work and compliance oversight required to oversee multiple domains. Until now, CPA holders could add unlimited domains to their CPA at no extra cost, but this no longer reflects the growing volume of oversight needed to maintain regulatory standards. The fees ensure costs remain fair, proportionate, and aligned with the resources required to support the Commission’s interactive licensing framework.
What’s Changing?
- The annual CPA fee of USD $20,000 will now include up to six (6) domains.
- Any domains beyond the sixth will be subject to an annual fee of USD $500 per domain, even if the domain is only active for part of the year (fees are not prorated).
- This additional fee is due on theCPA holder’s annual renewal date (i.e., on the anniversary of the date the CPA was first issued).
- If a CPA holder already has more than six (6) licensed domains on the date of this Notice, the additional USD $500 per domain fee for the excess domains will first be charged at the CPA holder’s next renewal.
One-Time Grace Period for Early Renewals
If a CPA holder’s next renewal date is on or before June 30, 2025:
- The USD $500 fee will not be charged for any domains above six (6) that were already licensed as of the date of this Notice.
- The standard rule will apply to these domains beginning with the CPA holder’s next renewal in 2026.
Immediate Fees for Newly Added Excess Domains
If a CPA holder currently has six (6) or more domains and wishes to add any new domains between the date of this Notice and their next renewal:
- The USD $500 fee will be invoiced immediately upon Commission approval of each new domain.
For clarity, a domain invoiced under this immediate‑fee rule is not charged again at the next renewal, but will be included in the domain count starting with the renewal after that. See examples below.
Applicants with Pending Applications
Applicants with pending applications as of the date of this Notice will be treated as new CPA holders. If approved, the standard domain fee rules will apply, including immediate fees for any domains beyond six (6) at the time of approval.
Examples: How the Domain Fee Structure Applies
These examples illustrate how the domain fee structure applies under different scenarios based on the number of domains and timing of CPA renewals. These are for reference only.
Example A – Early Renewal with Grace
Renewal: June 22, 2025
- April 17, 2025: 8 licensed domains (2 excess)
- Grace applies to 2025 renewal
- 2026 renewal: excess domains billed
Fees:
- June 22, 2025: USD$ 20,000 annual fee only
- June 22, 2026: USD $20,000 annual fee + (2 × USD $500) = USD $21,000
Example B – Grace Renewal + New Domains Added
Renewal: June 22, 2025
- April 17, 2025: 8 licensed domains (2 excess)
- May 1, 2025: Adds 2 new domains (now 10 total)
- Grace period applies to original 2 excess domains
- 2 new domains billed immediately
- 2026 renewal: all 4 excess domains billed at renewal
Fees:
- May 1, 2025: USD $1,000 (2 × USD $500)
- June 22, 2025: USD $20,000 annual fee only
- June 22, 2026: USD $20,000 annual fee + (4 × USD $500) = USD $22,000
Example C – Renewal After Grace Period
Renewal: December 10, 2025
- April 17, 2025: 7 licensed domains (1 excess)
- August 1, 2025: Adds 3 new domains (now 10 total)
- 1 domain billed at renewal (domain 7 existed on April 17, 2025)
- 3 new domains billed immediately
Fees:
- August 1, 2025: USD $1,500 (3 × USD $500)
- December 10, 2025: USD $20,000 + (1 × USD $500) = USD $21,000
- December 10, 2026: USD $20,000 + (4 × USD $500) = USD $22,000
